Central Team 4 (CT4) focuses on the financial aspects of the renovation wave, particularly concerning the improvement of existing buildings. This encompasses private financing as well as funding from European funds and national sources. They will address complex issues such as bundling investments, third-party financing via energy service companies and smart finance strategies but will also explore other incentives related to building upgrades.
The work of CT4 extends to topics such as implementing one-stop-shop services and developing policy packages taking to account energy poverty and vulnerable households, often addressed in collaboration with other relevant teams. While their primary focus is on existing buildings, they will also occasionally engage with the financing for new, highly energy efficient buildings. Information campaigns and other incentives programmes are also within their scope.
Special emphasis is placed on collaborating with the European Investment Bank, with which there is regular interaction during plenary meetings.
