Ministry of Physical Planning, Construction and State Assets is the institution responsible for the transposition and implementation of the Energy Performance of Buildings Directive into the national legislation in Croatia. In addition to energy savings, by the implementation of this policy we contribute to economic growth, especially in the buildings sector and its supporting industries. The implementation of energy renovation programmes, and especially the renovation of residential buildings, implies a reduction in CO2 emissions, job creation, increase in energy supply security, increase in the property’s market value as well as improvement of the housing conditions.

Croatia’s first steps towards transposing the EPBD started in 2005; however, the Ministry has been participating in the Concerted Action Project since 2007. The Building Act of 2013 (OG 153/2013) set the legislative basis for implementing all articles of the EPBD 2010/31/EU and, with that, MPGI became the sole ministry in charge of transposing and implementing the EPBD.

EPBD Directive (EU) 2018/844 has been transposed by:

  • new amendments of the Building Act of 2019 (OG 125/2019);
  • the Ordinance on energy audits and energy certification of buildings (OG 88/2017, 90/2020, 1/2021, 45/2021);
  • the Ordinance on control of energy performance certificates of buildings and reports on regular inspections of heating systems and cooling or air-conditioning systems in buildings (OG 73/2015, 54/2020);
  • the Ordinance on persons authorized for energy certification, energy audit of the building and regular inspection of the heating system and the cooling or air conditioning system in the building (OG 73/2015, 133/2015, 60/2020, 78/2021);
  • the Technical regulation on energy savings and thermal protection in buildings (OG  128/2015, 70/2018, 73/2018, 86/2018, 102/2020).

Croatia is currently working on analysing and preparing the implementation of the recast Directive (EU) 2024/1275.
