The responsibility of the implementation of the EPBD in Germany overall lies with the Federal Ministry for Economic Affairs and Climate Action (BMWK) in joint coordination with the Federal Ministry for Housing, Urban Development and Building (BMWSB). Regulations fall under the Energy Act for Buildings (GEG), and the implementation is the responsibility of the BMWK. The Federal Office for Economic Affairs and Export Control (BAFA) is responsible for implementing several of the funding programs regarding energy efficiency in buildings and provides consultation to BMWK through the Federal Energy Efficiency Center (BfEE).

In 2020 the Energy Saving Act standards (Energieeinsparungsgesetz - EnEG), the Energy Saving Regulation (Energieeinsparverordnung - EnEV) and the Renewable Energy Heat Act (Erneuerbare-Energien-Wärmegesetz - EEWärmeG) were merged in the so-called German Energy Act for Buildings (Gebäudeenergiegesetz 2020 GEG), integrating energy efficiency and renewable energy provisions. 

The German Energy Act (GEG) was subject to a first amendment in 2023, followed by a second amendment in 2024 to strengthen energy efficiency measures. The GEG contributes to achieving the national energy efficiency and climate goals as well as implementing the requirements of the EPBD.

The provisions of the EPBD as amended by Directive 2024/1275/EU will be implemented into national law through further development of the German Energy Act for Buildings and the Act for the establishment of a building integrated charging and cabling infrastructure (Gesetzes zum Aufbau einer gebäudeintegrierten Lade- und Leitungsinfrastruktur für die Elektromobilität - GEIG).
