The Greek Parliament approved the adoption of Directive 2010/31/EU in February 2013 with Law 4122/2013 while the amending Directive 844/2018/EU was transposed into Greek legislation in Law 4685 in May 2020.
The Long-Term Strategy for the Renovation of the Building Stock of 2021 (Ministerial Decision /DEPEA/20334/148/01.03.2021, Gov.Gazette B' 974), highlighted the importance of the energy upgrade of the building stock, consisting of residential and commercial buildings, and particularly emphasized, its transformation into a highly energy-efficient and carbon-free building stock by 2050, facilitating the cost-effective conversion of existing buildings into near-zero energy buildings.
The updated NECP (August 2024) sets as key priorities for the building sector, inter alia, the following:
- energy upgrading of buildings (acceleration, significant expansion in the pace and depth of renovations, facilitation of financing);
- energy upgrading of public buildings, though a programme that utilizes alternative financing mechanisms such as Energy Performance Contracting (EnPC);
- direct production of H/C and HSW from RES technologies (e.g., solar thermal systems, heat pumps and biomass) or combinations of them, produced on site;
- smart energy management systems and behavioural change to reduce energy demand and/or demand profile;
- deployment of one-stop shops to contributing in the decarbonisation of the existing building stock.
The national building code 'Regulation on the Energy Performance of Buildings' (KENAK) of 2017 is under revision in order to implement the requirements set through Directive 2024/1275. Additionally, the transposition of the recast directive into the Greek legislation is currently ongoing.
