The Department of Housing, Local Government and Heritage is the lead department for the implementation of the EU energy performance of buildings directive. SEAI, Ireland's national sustainable energy authority, is responsible, inter alia, for the administration of the EPC (building energy rating BER) system and sets out requirements in relation to the registration of BER assessors, the issue of BER certificates, quality assurance, the maintenance of records, databases and documents, fees and levies, the development of codes of practice for assessors and assessor training providers.

The EPBD energy performance requirements for new and existing buildings are transposed into Irish law through the gov.ie - Building Regulations

Technical Guidance Document Part L provides detailed guidance for designers, specifiers and other building professionals on compliance with the requirements for new and existing buildings subject to the Building Regulations.

The Dwelling Energy Assessment Procedure (DEAP) and Non-dwelling Energy Assessment Procedure (NEAP) methodologies and software calculate primary energy use and associated CO2 emissions for space heating, hot water and (where applicable) cooling, ventilation, associated motive power and lighting, under standard conditions of use.

Government departments along with SEAI are currently (in 2025) working on plans for the transposition and implementation of the recast EPBD 2024/1275.
