The implementation of the EPBD in Luxembourg is led by the General Directorate for Energy in the Ministry of the Economy.

The Directive 2010/31/EU on the energy performance of buildings as amended by the Directive (EU) 2018/844 is fully transposed in Luxembourg. Luxembourg has a high energy performance standard for new residential and non-residential buildings. To get a building permit, new buildings falling under the precited directives need to reach “passive house” standard in terms of energy efficiency and their heating systems must have a high part of renewable energy. In January 2023, the reference heating system became an air-source heat pump.

Klima-Agence, the national energy and climate agency, supports all actors of society in their efforts for climate protection and a sustainable energy transition. Free advice is given to interested citizens on how to reduce their energy consumption and carbon footprint. Free tools like a subsidy simulator aim to pave the way to deep renovations, fossil-free heating systems, and electro-mobility.

Luxembourg is now focused on the preparations for the implementation of the ambitious provisions in the recast EPBD Directive (EU) 2024/1275. The increase of the renovation rate has been identified as a challenge, because deep renovations remain low in Luxembourg despite the national subsidy schemes.
