In Spain, the Ministry for the Ecological Transition and the Demographic Challenge (MITERD) is responsible for the implementation of the EPBD together with the Ministry of Housing and Urban Agenda, in collaboration with the IDAE.

The transposition of the EPBD in Spain is generally considered to be complete. For many of the provisions specified in the Directive, efforts have been made to ensure the regulations in Spain consider the specific characteristics of the buildings in Spain, as well as he climatic conditions, construction practices and professional sectors in charge of carrying out the necessary work. In this sense, many of the difficulties of implementing the Directive, while also considering the economic and social impacts, have been resolved in recent years.

The transposition of the EPBD has been carried out in different stages. The first stage began around 2007, with prolific regulatory development, a review of the regulations in 2013, and a second review between 2019 and 2021.

In 2019, the revision of the Technical Building Code in Spain (CTE) was published, and in 2021, the Regulations on Thermal Installations in Buildings (RITE) and the Royal Decree on Energy Certification of buildings (RD Certification) were published:

The transposition of the EPBD has been challenging due to the multiple aspects to consider. The pressure of considering national climate objectives, as well as those of the European Union, has meant the need to accelerate the necessary processes.

Spain continues to make adjustments and improvements to the legal framework to comply with the new requirements and objectives of the European Green Deal, since effective implementation will require continuous efforts from the government and the sectors involved.

The transposition plan for the new Directive 2024/1275 is once again an ambitious process, involving multiple fronts: regulatory but also communication and coordination between the various administrations and professional sectors. The main national decrees will again be amended, and numerous consultations have already begun in order to meet the established deadlines.
