On 17th October, the European Commission released a guidance note on the requirements to phase out financial incentives for stand-alone boilers powered by fossil fuel. The aim of this specific guidance note is to support the EU Member States in the implementation and transposition of article 17 (5) in the recently revised Energy Performance of Buildings Directive (EPBD).
According to the Commision, Directorate-General for Energy, the guidance clarifies the requirements in the article, “in particular the notions of ‘stand-alone boiler powered by fossil fuels’ and of ‘hybrid heating system’, as well as ‘installation’ and ‘financial incentives’.” (see https://energy.ec.europa.eu/news/commission-issues-guidance-phasing-out-financing-stand-alone-fossil-fuel-boilers-2025-2024-10-17_en)
Most provisions in the revised EPBD must be turned into national law by 29 May 2026, but article 17 (5) on the phasing out of financing for fossil fuel boilers must already be transposed by 1 January 2025.
The EPBD is a central piece of legislation in the “Fit for 55” package of measures to reduce greenhouse gas emissions by at least 55% by 2030 and aims to decarbonise the European building stock by 2050.
The Commission is working on further guidance documents to help the Member States implement the revised directive. These are expected to be released in the first half of 2025.
