The European Commission releases full EPBD implementation support package

Published 01-07-2025

The European Commission has adopted a package of documents to support the EU member states in implementing the Energy Performance of Buildings Directive (EU) 2024/1275.

The package comprises a delegated regulation, an implementing regulation and the final guidance documents for implementation of the directive.

The delegated regulation revises the framework for calculating cost-optimal energy performance requirements for building owners, both for new and existing buildings. The implementing regulation provides templates for the transfer of data from national databases to the Building Stock Observatory (BSO) and the guidance documents provide implementation guidance for new and substantially revised provisions in the recast EPBD.

More information is available in the Commission’s announcement Commission sets the EU’s building sector on a pathway towards greater energy efficiency and decarbonisationhere.
