New tools for preparing the National Building Renovation Plans published by the Commission

The European Commission's Directorate-General for Energy has published documents to simplify the process for EU countries to prepare their National Building Renovation Plans (NBRPs).

The documents, published 2nd June 2025, include an annotated NBRP template and a spreadsheet for data collection. The templates are available in the European Commission's official announcement below. 

The NBRPs are a requirement of the Revised Energy Performance of Buildings Directive – see Article 3 and Annex II of the Directive. Each Member State must devise a national plan to ensure the renovation of the national building stock into a highly energy-efficient and decarbonised building stock by 2050. The first draft NBRPs are due on 31 December 2025.
