The review shows a strong commitment to decarbonise and improve the energy efficiency of the building stocks by 2050, in line with the Energy Performance of Buildings Directive (EPBD).
Key findings:
- Projected reductions in primary energy consumption range from 24 % to 73 % by 2050 compared with current levels.
- Roughly half of the plans aim to cut more than 90 % in greenhouse gas emissions by 2050.
- Many programmes aim for 40% - 90 % of building energy to be supplied by renewable sources by 2030.
The Commission’s evaluation examined the ambition of national targets, the proposed policies and measures, the adequacy of funding and the extent of public consultation.
The findings will help Member States refine their plans before the final version is due on 31 December 2026.
